Angka ini bukan kontribusi positif, melainkan beban yang menekan daya saing ekspor dan harga barang domestik. Pemerintah berulang kali menegaskan target penurunan bertahap, namun hingga kini belum ada lembaga khusus yang mengurusi logistik secara menyeluruh. Kebijakan pusat-daerah, pembangunan infrastruktur yang belum merata dan ketiadaan koordinasi terpusat membuat efisiensi sulit dicapai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sebaliknya, <strong>pariwisata<\/strong> justru diposisikan sebagai motor pertumbuhan ekonomi. Kontribusinya baru sekitar <strong>4,5\u20135 persen PDB<\/strong>, hanya sepertiga dari biaya logistik nasional. Namun sektor ini mendapat dukungan penuh, bahkan memiliki kementerian khusus. Pemerintah menargetkan devisa <strong>US$39,4 miliar pada 2029<\/strong>, dengan 20\u201323,5 juta kunjungan wisatawan mancanegara dan 1,5 miliar perjalanan wisatawan nusantara. Semua strategi diarahkan untuk memperkuat SDM, layanan, digitalisasi, dan promosi destinasi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paradoks ini mencolok: logistik yang menyerap biaya besar dipandang sebagai masalah yang harus ditekan, sementara pariwisata yang kontribusinya relatif kecil terus digencarkan. Padahal, efisiensi logistik bisa langsung menurunkan harga barang dan meningkatkan daya saing industri, sementara pariwisata lebih bergantung pada tren global dan daya tarik destinasi. Ketidakseimbangan perhatian ini menunjukkan arah kebijakan yang belum proporsional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jika biaya logistik berhasil ditekan dari 14 persen ke 10 persen PDB, dampaknya bisa setara dengan tambahan devisa puluhan miliar dolar. Sementara jika pariwisata naik dari 5 persen ke 6 persen PDB, kontribusinya tetap lebih kecil dibanding penghematan logistik. Artinya, fokus pada efisiensi distribusi dan konektivitas multimoda seharusnya mendapat prioritas setara dengan promosi pariwisata. Tanpa lembaga khusus, agenda penurunan biaya logistik berisiko berjalan lambat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indonesia membutuhkan keseimbangan: pariwisata tetap digarap sebagai sumber devisa dan citra budaya, tetapi logistik harus dipandang sebagai fondasi ekonomi. Menurunkan biaya distribusi akan memperkuat seluruh sektor, termasuk pariwisata.
