Padahal, sebagai penggerak perekonomian nasional, sektor ini diharapkan menjadi penunjang pertumbuhan ekonomi dan peningkat daya saing nasional. Kenyataannya, &#8220;biaya siluman&#8221; yang terjadi selama ini seolah didiamkan, menjadi beban berat tidak hanya bagi pelaku industri logistik, tetapi juga bagi Indonesia secara keseluruhan.<\/p>\n\n\n\n<p>Menteri Koordinator Bidang Infrastruktur dan Pembangunan Kewilayahan, Agus Harimurti Yudhoyono (AHY), baru-baru ini mengungkap data yang mencengangkan. Beliau menyebutkan bahwa satu unit truk di Indonesia bisa terbebani biaya pungli antara <strong>Rp100 juta hingga Rp150 juta setiap tahunnya<\/strong>. Inilah jawaban mengapa biaya logistik kita tetap mahal meskipun infrastruktur jalan terus diperluas secara masif.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Menakar Skala Kebocoran Nasional<\/strong><\/h3>\n\n\n\n<p>Mari kita takar berapa sebenarnya &#8220;kerusakan&#8221; yang ditimbulkan oleh praktik pungli ini dengan kerangka berpikir yang logis. Berdasarkan data PDB Indonesia tahun 2025 yang mencapai <strong>Rp24.242 Triliun<\/strong> dengan rasio biaya logistik nasional sebesar <strong>14,29%<\/strong>, maka total biaya logistik kita menyentuh angka <strong>Rp3.464,1 Triliun<\/strong>.<\/p>\n\n\n\n<p>Jika kita merujuk pada estimasi Akademisi Prodi Teknik Sipil Unika Soegijapranata, Djoko Setijowarno, bahwa pungli memakan porsi <strong>10% hingga 15%<\/strong> dari ongkos angkut, maka kita sampai pada angka yang mengerikan: <strong>Rp519,6 Triliun<\/strong> uang logistik menguap begitu saja menjadi pungli setiap tahunnya.<\/p>\n\n\n\n<p>Sebagai perbandingan, dana siluman sebesar ini setara dengan biaya pembangunan <strong>5 kali proyek Kereta Cepat Jakarta-Bandung<\/strong>. Bayangkan lompatan kemajuan yang bisa kita capai jika dana tersebut dikelola secara resmi untuk pembangunan bangsa.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ironi Gaji vs Dana Siluman<\/strong><\/h3>\n\n\n\n<p>Hal yang paling ironis muncul ketika kita membandingkan anggaran negara untuk menggaji aparat pengawas dengan perputaran uang haram di lapangan.<\/p>\n\n\n\n<p>Berdasarkan APBN 2025, total belanja pegawai untuk instansi yang berwenang mengawasi dunia logistik\u2014yakni Polri (<strong>Rp59,44 Triliun<\/strong>) dan Kemenhub (<strong>Rp4,84 Triliun<\/strong>)\u2014berjumlah sekitar <strong>Rp64,28 Triliun<\/strong>. Artinya, nilai pungli di lapangan (<strong>Rp519 T<\/strong>) ternyata <strong>8 kali lipat lebih besar<\/strong> dibandingkan total gaji resmi seluruh aparat yang mengawasinya. Selama ketimpangan ini terjadi, integritas sistem logistik kita akan selalu berada dalam posisi yang rentan.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sebuah Kerangka Logika dan Harapan<\/strong><\/h3>\n\n\n\n<p>Angka-angka di atas bukanlah sekadar statistik, melainkan beban nyata bagi daya saing nasional. Jika kita bandingkan dengan negara tetangga, nilai pungli di Indonesia saja sudah setara dengan hampir setengah dari total pasar logistik Singapura (\u00b1 Rp1.180 T).<\/p>\n\n\n\n<p>Sebagai Sekretaris Jenderal National Logistics Community (NLC), saya melihat adanya jalan keluar yang logis. Sekiranya negara berani menaikkan kesejahteraan aparat hukum hingga dua kali lipat\u2014dengan catatan pungli benar-benar bisa diberantas\u2014maka kondisi ekonomi dan efisiensi logistik kita akan jauh lebih sehat.<\/p>\n\n\n\n<p>Pungli adalah musuh bersama yang menghambat cita-cita Indonesia Emas.
