Melalui rilis resmi Kementerian Koordinator Bidang Perekonomian, pemerintah mencatat bahwa saat ini biaya logistik nasional berada di angka <strong>14,27% dari PDB<\/strong> dan ditargetkan untuk turun secara bertahap menuju 12%.<\/p>\n\n\n\n<p>Namun, di tengah upaya efisiensi tersebut, muncul kebijakan yang cukup mengejutkan dunia usaha di awal tahun ini. Pemerintah Provinsi Jawa Barat mengeluarkan <strong>Surat Edaran (SE) Gubernur Jawa Barat Nomor: 151\/PM.06\/PEREK<\/strong> yang mulai diberlakukan pada <strong>2 Januari 2026<\/strong>. Kebijakan ini membatasi operasional truk sumbu 3 dan secara tidak langsung memaksa pengusaha logistik di wilayah Jawa Barat untuk melakukan konversi armada ke truk sumbu 2.<\/p>\n\n\n\n<p>Kebijakan mendadak ini memicu gelombang keberatan dari para pelaku usaha, terutama pada sektor angkutan Air Minum Dalam Kemasan (AMDK). Sebagai penggerak distribusi vital, para pengusaha pada dasarnya siap mendukung transformasi armada, namun sangat membutuhkan tenggat waktu transisi yang rasional agar stabilitas pasokan tetap terjaga.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Paradoks Infrastruktur dan Keselamatan<\/strong><\/h3>\n\n\n\n<p>Berdasarkan data dari Kementerian Koordinator Bidang Infrastruktur, pemerintah harus merogoh kocek sebesar <strong>Rp 43,47 Triliun<\/strong> pada tahun 2024 hanya untuk perbaikan jalan yang rusak akibat kendaraan yang melebihi batas muatan atau <em>Over Dimension Over Load<\/em> (ODOL). Hal inilah yang mendasari dicanangkannya target <strong>ZERO ODOL<\/strong> secara nasional pada tahun 2027.<\/p>\n\n\n\n<p>Selain masalah infrastruktur, faktor keselamatan menjadi urgensi utama. Catatan kepolisian sepanjang tahun 2025 menunjukkan fakta memprihatinkan dengan lebih dari <strong>6.200 korban jiwa<\/strong> dalam kecelakaan yang melibatkan truk, di mana masalah teknis seperti rem blong menjadi pemicu utama.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Analisis Inefisiensi: Efek Domino Kebijakan<\/strong><\/h3>\n\n\n\n<p>National Logistics Community (NLC) melakukan simulasi dampak ekonomi jika kebijakan pemecahan muatan dari armada besar ke armada kecil dipaksakan tanpa kajian mendalam. Hasilnya menunjukkan beban ekonomi yang sangat fantastis:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Beban Investasi Armada<\/strong>: Konversi estimasi 610.000 unit truk sumbu 3 menjadi 1,83 juta unit truk sumbu 2 membutuhkan investasi baru sebesar <strong>Rp 549 Triliun<\/strong>.<\/li>\n\n\n\n<li><strong>Pemborosan BBM Nasional<\/strong>: Penggunaan armada kecil dalam jumlah masif menciptakan inefisiensi mekanis yang meningkatkan biaya konsumsi BBM hingga <strong>Rp 43,55 Triliun per tahun<\/strong>.<\/li>\n\n\n\n<li><strong>Beban Subsidi Solar<\/strong>: Kebijakan ini berpotensi membengkakkan nilai subsidi Solar yang harus ditanggung negara sebesar <strong>Rp 32,98 Triliun per tahun<\/strong>.<\/li>\n\n\n\n<li><strong>Krisis SDM &amp; Biaya Gaji<\/strong>: Dibutuhkan tambahan <strong>1,22 juta pengemudi baru<\/strong> yang akan menambah beban biaya operasional gaji sebesar <strong>Rp 21,96 Triliun per tahun<\/strong>.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Kesimpulan: Untung atau Buntung?<\/strong><\/h3>\n\n\n\n<p>Pemerintah beralasan bahwa kebijakan Zero ODOL diperlukan untuk menghemat biaya perbaikan jalan sebesar <strong>Rp 43,47 Triliun<\/strong>. Namun, jika disandingkan dengan total potensi inefisiensi investasi dan lonjakan biaya operasional yang mencapai <strong>Rp 647,50 Triliun<\/strong>, maka kebijakan ini justru berisiko menjadi &#8220;beban balik&#8221; bagi daya saing logistik nasional.<\/p>\n\n\n\n<p>Logistik tidak boleh terus-menerus dijadikan &#8220;kambing hitam&#8221; atas rusaknya infrastruktur atau lambatnya pertumbuhan.
